Jan Lynnel Balitaan
Senior Fullstack Application Developer
I build the backend services, APIs and automation platforms that engineering and operations teams run on. I currently work on network automation and agentic AI systems at Quantrics Enterprises (Bell Canada), across Python, Java, TypeScript and OpenShift.

I like the systems nobody sees
The quiet infrastructure everything else leans on — and the automation that keeps it from waking anyone up at 3am.
Give me the configuration platform the network team opens every morning, the accounting service that has to reconcile to the cent, or the OAuth server that simply cannot go down. That is the work I enjoy most — and I have been lucky enough to do it for nine years.
Right now that means Quantrics Enterprises (Bell Canada), where I work on a device configuration backup and compliance platform and the automation around it. My favorite piece is an agentic system that takes a Jira ticket all the way through to a merged configuration change. Watching it close that loop the first time was a very good day.
Before this came multi-protocol APIs for a retail POS migration, an OAuth 2.0 server and conversational AI for a SaaS platform, and a FinTech app built by a team working toward an Electronic Money Issuer license from the Bangko Sentral ng Pilipinas.
I have served as a Team Lead and a Product Owner, genuinely enjoyed both, and still prefer to be close to the code. I work in English with distributed teams across Canada, Singapore and Hong Kong — usually as the person who writes the architecture document and then helps build the thing.
What I like working on
- Making slow things feel fast
- Automating work nobody should do by hand
- Designing an API other teams like using
- Being the one who finds out why it broke
A closer look at six projects
The ones I would most want to talk through in an interview.
-
Agentic ticket-to-production pipeline
Reads a Jira ticket and carries it all the way through to an implemented Telegraf configuration change. Automation that closes the loop rather than stopping at a suggestion.
-
Configuration backup & compliance platform
The platform Bell Canada network operations use for device configuration backup and compliance. Contributed the system architecture and process flows, the paginated API layer, and the UX rebuild that replaced slow full-page loads with responsive views.
-
FinTech app behind an EMI license
The company's FinTech Android application and its security hardening, built as part of the team that secured an Electronic Money Issuer license from the Bangko Sentral ng Pilipinas. Later led its migration to Huawei Mobile Services.
-
One domain over three protocols
The API layer of a Point-of-Sale web migration, exposing the same domain over REST, GraphQL and gRPC — one set of business logic behind three interfaces, so each client could integrate over the protocol that suited it.
-
Developer tooling for operations
A universal web IDE that lets the operations team make configuration changes safely, and an AI-assisted Electron work assistant bringing Jira, GitLab merge requests, ServiceNow and Vacation Tracker into a single window.
-
Security testing & certificate automation
Vulnerability assessment and penetration testing at two companies, and the automation of certificate renewal for Cisco Unified Communications Manager devices — removing a recurring manual task.
Nine years, six organizations
Telecom, FinTech, retail technology, SaaS and mobile entertainment — as an individual contributor, a team lead and a product owner.

Bell Canada · CurrentSenior Fullstack Application Developer
June 2024 — Present- Develop and maintain the device configuration backup and compliance platform used by network operations — Python, Flask, Celery and PostgreSQL on OpenShift.
- Rebuilt that platform's experience around paginated APIs, server-driven datatables and asynchronous network calls, replacing slow full-page loads with responsive views.
- Built an agentic system that takes a Jira ticket through to an implemented Telegraf configuration change, using Java, GitLab APIs and Google Vertex AI.
- Optimized StackStorm, MongoDB and RabbitMQ so the automation estate could absorb agentic and high-volume workflows.
- Shipped an AI-assisted desktop work assistant in Electron and TypeScript that brings Jira, GitLab merge requests, ServiceNow and Vacation Tracker into one window.
- Helped build a monitoring data-gathering tool: a microservice plus an installable cross-OS watcher agent that manages dynamic Telegraf configurations and certificates.
- Contributed to a universal web IDE that lets operations make configuration changes safely — TypeScript, Vue.js, Python, GitLab APIs.
- Automated certificate renewal for Cisco Unified Communications Manager devices, removing a recurring manual operations task.
- Built a BigQuery-backed data service with Python and FastAPI.
- Authored Python SDKs and Pydantic models giving the team a typed interface to internal microservices and to Fortinet and Arista device APIs.
- Extended GitLab CI/CD pipelines to generate worker pods dynamically from project YAML, simplifying deployment.
- Delivered standard Java and Spring Boot APIs fronting IBM Maximo for team-wide reuse.
- Hardened Expect scripts for device connectivity, and automated artifact promotion between repositories.
- Produced the system architecture and process flows for the configuration backup and compliance platform.
- Working inside a SAFe Agile train, with daily AI-assisted development using Claude Code and GitHub Copilot.

Architecture & practice
Can own it end to end
Take a backend service from the architecture document through API design, database schema and implementation, out via CI/CD, and then answer for it when it misbehaves in production.
Can lead when needed
Mentored developers through a mobile revamp as Team Lead, and saw a payment gateway through delivery as Product Owner — the API design, the process flows, and the documentation a regulator reads.
Still deepening
Container orchestration beyond everyday OpenShift, deeper AWS architecture, and applied machine learning past the spaCy and PyTorch work I have done so far.
